When writing a paper if you do not quote directly from your source, is it necessary to add a reference page?

Answer

Any time outside information is used within a paper or assignment it must be cited.

If you put someone's information in your own words, you are summarizing or paraphrasing and both a summary and a paraphrase need to be cited in-text with a matching reference in the reference list. Same as for direct quotes.
